Planning Comment

In the run-up to the general elections, the Conservatives have released a Green Paper called "Open Source Planning" which outlines their proposed reforms to the UK planning system if they take power. Whilst the underlying theme is the "democratisation" of Planning and the report focuses, as expected, on the abolition of the regional aspects planning, there are some notable policy proposals:
 
* The removal of the Planning Inspectorate from plan-making process;
* Empowering Council‘s to set energy efficiency and renewable energy targets in new developments in their area;
* Allowing Third Parties the right to Appeal;
* A commitment to the use of local incentives – matching council tax receipts for new residential units and local retention of business rates;
